This is a carriage bolt designed for Ariens snow blowers/throwers and it is sold individually. It is an authentic OEM sourced replacement part generally used to attach scraper blade. The square area under the head is designed to fit into a square hole in the workpiece. It is this square hole that restrains the bolt and keeps it from turning when the nut is tightened. Please note the lock nut is sold separately. When replacing this bolt you would need a wrench to remove or secure the nut.

Bottom scraper was wore out

Took old scraper off and put new one on. There was a metal piece they sent with the kit wasn’t sure wher it went for sure because the original didn’t have this piece and there was nothing that explained where it went .
